Have you ever downloaded something but have heard that maybe someone (I'll give you one guess who I'm talking about) may be tracking your IP address and logging what you've been downloading? PeerGuardian helps to mitigate this problem. It is especially useful for torrent and P2P programs which tend to make a lot of different connections.
What is PeerGuardian?
PeerGuardian is a program that runs on your computer and monitors all connection attempts to and from your computer. It checks the IPs of the computers that are trying to connect to you and those that your computer is trying to connect to. It compares those IPs against a list and then determines if it is safe to establish the connection. If it deems the IP unsafe then it will block your computer from making a connection.
What List?
There are lists that are maintained for specific groups such as government, P2P, spyware servers, Ads, etc. They seem to updated on a daily basis and some contain over 6 million IP addresses.

Phoenix Labs website. Once installed you select which lists you would like to have PeerGuardian check against and that's it, PG will take care of the rest.
PG also logs all blocked and successful attempts so you can find out exactly what is going on.
